As Minister of State for School Education, he took the initiative to regulate the growing number of private coaching classes with teachers appointed in schools simultaneously running private coaching institutes. Deshmukh is said to have been involved in the establishment of the Maharashtra Bhushan Award, the highest civilian honor in the state of Maharashtra. Many famous people including Purushottam Laxman Deshpande, Lata Mangeshkar and Sunil Gavaskar have received this award.
He was active in the campaign to reduce the weightage of student notebooks admitted to schools affiliated to the Maharashtra State Board of Secondary and Higher Secondary Education.
In his tenure, the construction of India's second largest air-conditioned indoor sports stadium began in Nagpur. During his tenure, the Maharashtra Legislative Assembly passed a law to ban gutkha, chewing tobacco, which contains carcinogenic ingredients. In the last few phases of the development of the Bandra-Worli Sea Link, he managed the department, a project that had already been delayed for many years. The project was finally completed in 2009.
He proposed setting up a special treatment center for police personnel infected during the Covid-19 pandemic. As Home Minister, he introduced the proposed Shakti Bill in the Maharashtra Legislative Assembly which sought to amend provisions related to sexual offenses against women and children. After outcry from various women's rights groups and activists, the bill was finally referred to a legislative committee for review. Approval was given for establishment of Bharat Rakhiv Batalian No. 5 in the constituency.
